If your Eureka SuctionSeal Pet vacuum is having difficulty being pushed while on, follow this troubleshooting guide.
Wheels Obstructed:
Check to see if the wheel is obstructed by any debris such as hair or string that may tighten around the wheel and make it difficult to use, on the other hand if the wheel is damaged and unable to move then it will need to be replaced
Vacuum belt worn or broken:
If your Eureka SuctionSeal Pet is having issues with being pushed around, then a possible issue could be a worn vacuum belt. Symptoms of this include the brush roller not spinning along with the suction power of the vacuum not being as effective and strange noises

Additionally, the motor is responsible for creating the vacuums suction as well as giving power to spin the brush roller. Provided here is a link to replace the motor if a faulty motor is suspected. Eureka SuctionSeal Pet Drive Motor Replacement - iFixit Repair Guide
Height Adjustment:
Adjust carpet height setting - look for the height adjustment knob, which is on the front above the brush roller, and check for any deformations or wear and tear, and see if the knob is able to turn smoothly. If the knob is damaged then it will need to be replaced.
Also try adjusting the height one setting at a time until the vacuum’s suction appropriately comes in contact with the carpet, which in turn may help with maneuvering it.
Also try checking the height adjustment mechanism itself rather than just the knob. Open up the cover and check if there's anything that may be stuck or obstructing the mechanism and remove it.
