The battery charge has dropped too low
Arlo batteries can have a weird issue where if the charge is allowed to drop too low, it takes several tries to bring the battery back to functionality. Fully charge the battery up to five times and the battery should work again.

The Device Needs a Factory Reset
Take off the white camera enclosure, and find the factory reset button located on the bottom of the camera. It is a small round black button located next to the three charger terminals. Press and hold this button for 15 seconds, and the camera will factory reset.
