Shift the front derailleur as far inward as it can go.
If the chain falls off, tighten the outside limit screw on top of the derailleur.
If the chain can't shift to the lower gear, loosen the outside limit screw on top of the derailleur.
Yes, the outer limit screw adjusts the inner derailleur limit.
