The dispenser PC Board (also called the power control board, part number EBR60070707) controls a number of functions. The cube and water dispensing systems are directly tied to this board. If it fails, you will likely have no cubes or water.
This board is checked mainly by elimination. All the other parts of the ice and water dispensing systems should be checked first. There are a couple of voltage tests that you can run on this PCB if you are skilled with a multimeter. You will need to plug in your partially disassembled refrigerator to perform them, which is somewhat hazardous.
