If your Pine64 PinePhone camera is not working you may need to replace the front and rear cameras.
Sometimes, the problem can be fixed without having to replace the camera entirely. Check to see if there are any software updates. If the software is updated, the troubleshooting page provides solutions to many common issues.

Place the device face down on a non-scratch surface.

Using a fingernail pry open the back cover off with the bottom left indent.

Using a fingernail, press into the bottom divot and remove the battery from the phone.

Use a spudger or plastic opening tool to pry off the plastic cover.

Use a spudger to lift the ZIF tabs and press-fit connectors free.

Use a spudger to lift the motherboard up and remove it from the device.

Use a spudger to remove the rear camera.

Use a spudger to remove the front camera.
