The amount of quill retraction is controlled with a spiral spring. When it is too loose, the quill won't retract to the top position, and when it is too tight, pulling the quill down might require too much force.

Remove the 3 bolts that hold the spring cover in place and remove the cover.

When tension is lifted from the spring, the quill will fall down. Put something under the quill to prevent it from falling down all the way.

Turn the spring lock screw left to release the spring tension.

Set the spring tension by turning it counterclockwise.

Make sure the quill is pulled up against the head frame.

Make sure the bolt holes end up in a position to screw the bolts back in (not directly under the switch).

While holding the desired spring position, tighten the lock screw.

Finally, place back the cover and screw the bolts back in.
