The firmware of this MacPro series does not offer PCIe/NVMe services it's too old. Apple never offered an update as this series is quite a few years back from when Apple introduced support in 2014.

Using an external NVMe drive is still possible. But the external interface then becomes this limit of throughput. I have not seen any FireWire NVMe SSD drives, at best you can find in the used market 2.5"/3.5" SATA drive cases.
