I don't know the bios administrative password

I don't know the administrative password for bios or the password to sign on to the computer with is their anyway I can restart and erase the passwords and everything from it to be able to use again

Try this:

  1. Turn on the laptop.
  2. When the Dell logo appears, press F11 (or Shift + F11) to open Windows Recovery.
  3. Go to Troubleshoot → Reset this PC → Remove everything
  4. Choose Local reinstall.

This will wipe Windows and remove the login password.
