2000 VW New beetle. Tail lights don't work?

I tried the fuse box on side of dash. No luck, changed bulbs, looked at wiring? I have brake lights and blinkers all work fine? Just no tail lights. Of course with head lights on?

Fuses 22 and 23 on the inside fuse box control the right and left tail lights, respectively.

Pull the fuses and verify you've got power to them both with the tail lights turned on. If not, check pins 13 and 14 on the headlight connector; they should have power coming from pin 15.
