Check for a blown fuse. 12vdc is usually on pin-16, all the time. Examine the DLC for bent, pushed in pins. For a 2002 VW Jetta, the standard OBD-II Data Link Connector (DLC) pinout is as follows: Pin 4 is for Ground, Pin 5 is for Ground, Pin 7 is the K-line (for communication), and Pin 16 provides Battery Power.
