The kbd lighting up and going off happens during POST. That is normal.
"your device ran into a problem" indicates a problem either with a hardware component or software.
My first action would be to attempt to reboot multiple times.
Sometimes Windows will fix itself.
If that doesn't work try to get into BIOS.
If you can do that, most of the computer is working.
Then try to do a safe boot.
That will work is the computer can finish its POST and basic S/W and drivers are OK.
That would indicate that most of the hardware is working.
If you can't get to this point, it is a more serious H/W issue.
What is left would be parts of the OS and other drivers - or HDD errors.
At this point, open a cmd prompt in admin mode and run chkdsk c: /f
then run sfc /scannow
You may also have to run dism /online /cleanup-image /restorehealth
If that doesn't fix it you can do a repair install of Windows.
That will fix the OS and driver s/w, but won't harm your files.
That involves creating a bootable Windows USB stick.
Search that for instructions.
