From the product ID number you posted, I think that it's an HP All-in-One 19-3013w E1, Daisy Kabini Aio AMPKB-PT Rev1.02 motherboard

Assuming that you've proved that there's 19.5V DC on the output plug of the adapter, you may have to open it up and check for power from the DC-In jack (example only) onto the board and then further into the motherboard. Not easy without the schematics. I can't find any motherboard schematics for it. You may have better luck.

It may be that the jack is faulty.

1.CHECK if power light/fan turns on. If yes then power is reaching the system.

  1. DO A FULL POWER DRAIN, unplug the power adapter, Hold the power button for 30 seconds, Plug the power back in and try to boot.
