Horizontal lines across 3/4 of screen (viewsonic xg2701)

Today my monitor started developing these horizontal lines across the majority of the screen making everything blurry. You can see where it cuts off about 3/4 the way up the screen. I've tried plugging in another device, and using a different port in both the monitor and my graphics card with a different cable (HDMI versus DisplayPort), and the lines are still there. There is also a white line across the very bottom of the monitor, with a gap in the middle. Is there any fixing this or is the monitor toast?
