Bluetooth won't connect at all.

My right bud absolutely refuses to connect to my phone. I've had the battery out, tested it with my multimeter-- it's working and holding power. The charging case can also see it, as it responds when I put it in and take it out. The left one is fine. Is the bud totally broken?
