iPad3 won't connect to wifi; can't turn off or open settings!

Help me!!!!! I just bought a "new" iPad and now, 2 weeks later, it won't connect to wifi and the connectivity symbol is gone. Plus, it won't go into settings, IT WON'T EVEN TURN OFF!!!!!!! I think this points to a serious softwhere and/or hardware failure. Have Anyone gotten this problem before, please reply.

Theres probably something wrong with the WiFI chip, you should return your iPad+AC charger+usb cable to your reseller and then you'll get a new one.
