Button depresses but doesn't snap a picture
Lens cover off. Power on. Press button, nothing happens

Just a guess but if this camera was exposed to humid or salt water conditions, corrosion may have entered a well built camera. If all other functions operate then you might have to resort to professional services from Nikon unless you trust a camera repair shop that isn't authorized to service Nikons.
