I factory reset my Packard Bill Air book 10.1 tablet/laptop now it's asking me to put in the most recent email or password that I used prior to or phone number or email and that's what I don't know even after I've done the hard reset what can I do now I've never even used it

A hard reset should clear all the data back to factory default.
Maybe you just reset it and did not do the factory reset.

Then how do u factory reset? Because mine is doing the same thing. And i filled all the steps.
An i follow all the Google verification and it tells me hi then it will say encountered a problem put the old email in that i used. And it was all erased. Now what
