Simple thorough solution:
This will solve all your problems with resetting and installing a fresh Windows on your computer.
Do you have a USB flash drive of 32GB? Yes? Good. No? Buy one.
Download freeware Rufus v4.1 and install on your Windows computer.
Insert your flash drive and run Rufus. On the Drive Properties screen in Rufus in the Boot selection box select UEFI:NTFS which will make your Partion scheme GPT. Now click on the downward pointing triangle besides "Select", select "Download" (actually click on "Download"), select which version of Windows - 11, 10 or 8.1 according to the version on your computer - click on Continue, next box will show Version of Windows and Release, click on Continue again, in the Edition box select your version (probably Home), yet again click Continue, next screen select English International or English (US), Architecture x64, Download and Rufus will start to copy it to your hard drive. Once downloaded you will have an ISO image of Windows. Click Start at the bottom of the Rufus Drive Properties screen, then next box "Customize Windows installation?" - unless you have specific reasons just check all boxes - and Rufus will finally burn a bootable installer for Windows on your flash drive.

What operating system is it running (which version of Windows)?

If this is a Windows OS then it could be corrupted.
Have you tried used any Commands for CMD? If not you can try using the System File Checker or SFC /Scannnow command to see if It can resolve the issue.
