My HP ProBook won't turn on an issue with power button, I need to take the hard drive and connect it to different laptop, I have never did that before and I need help or instruction from 0 to the last step please to make the laptop functional and operation with the same data as in the current Hard Drive.

If I understand you correctly you want to take out your hard drive and connect it to another computer to read your data.
Then you will an external USB connector for the drive.
For example - select your dealer of choice.
Plug it in to another computer and transfer your data.
If you are asking if you can boot the drive on another computer the answer is no as it is different hardware and Windows will object.
If you want to try and fix the power button on your HP Probook 450 G3 please give us more information.
