Cranks but won't start

2000 Honda Accord 2.3 cranks but won't start. I have replaced all the common issues ignition switch, ignition coil, etc. It is getting fuel has compression but the spark seems very weak. Tested the voltage to the coil and it is 3.3 volts. Any suggestions on where to go next?

The voltage from the coil seems low. Not much experience with Hondas though. Is that the output voltage or what's coming into it?
