Try taking a look at the settings. I believe there is a security setting for external devices. Try looking inside the privacy and security settings. If there are no settings causing this issue, there might be a issue with the USB C port. I hope this helps!

If I plug my tablet into my phone using the factory type c to c cable it allows me to charge my tablet but no file transfer

You need to activate developer options. You can do so by going to your settings-about phone-software information.Click on build number 7 times. This activates developer options. Go back to settings and scroll down till you see developer options then click on it. Scroll down till you see options for debugging. Click USB debugging to turn it on. This should allow you to transfer using your C to C cable.
