I have an HP Mini Note 2133 that will not power on. When I plug in the AC adapter the light right next to the DC jack will light up blue/white then turn off after 1 second if there is no battery installed. If the battery is installed, the battery charge/orange light with light and stay on.
that didn't worked. Btw the laptop started ding this after a reflow

If you had mentioned in your question at first, that the board had been "reflowed" I wouldn't have posted the answer that I did.
Reflowing boards can cause problems if you get it wrong e.g. components losing connection with the board, components connections going short circuit because solder has flowed between them etc
You will need to get hold of the schematics for the motherboard (what is the make and model number of the board - not the HP part number - printed on the board) and then use them to trace the power rails to see what's happening.

@George kts you are stuck between a rock and a hard place with this. What did you check before you decided to reflow? Are the issues the same before and after reflow? How did you do the reflow? As @jayeff already stated, you will need the schematic for your motherboard to dig down on this.
the screen was blinking white and I heated the whole laptop

I looked at it and on the bottom every chip is disconnected but i wiggled the mb around and it turned on for 30sec
