Not sure what you meant when you said "...power runs to it when plugged in, but still won't turn on."
Did you mean that there is an indication that the washer has power i.e. lights on etc or that there is no indication of power at all i.e. appears dead.
If it appears to be totally dead there is a line filter part #12 that the power goes through from the cord before it gets to the control board that may be faulty.
The supplier is an example only to show location of the part. Search online for W11033573 to get results for suppliers that suit you best. To prove it is faulty or not use a DMM (digital multimeter) and check if there is 120V AC on the control board connector J1 pins 1 & 2. Be safety aware as it is AC voltage you're testing for.
If there is power on the control board try running the diagnostics as described in the tech sheet and check if it does work and what the error codes, if any, show.

What is the full model number of the washer?
There are 5 different model 765BW0 to W4 and they're not all exactly the same as far as parts go. Just in case it is a faulty control board for example
