@chazby Toshiba is even more paranoid then Apple and has their service manuals and schematics locked down tight. They protect those with an army of attorneys and black helicopters. So, we can not expect any help from them.
At first and knowing of Toshibas history with issues like your TV has, it could be a Network issue. It may try to connect but is failing. So, always make sure that you are disconnected from any. Since you already checked the Firmware etc. the only other thing I would suggest at this time, is a new main board. There are no schematics which means we could not even tell you how to fix it. There might be some voltages printed on the power board connector to the main board and you can check those with a multimeter and see if they are correct. You can also post images with your QUESTION of those boards/wiring so we could at least try and assist you further

@chazby are you saying it hangs up on the Toshiba splash screen and never goes past that? Does this model have chromecast built in?

Not sure if this will work or even if it will brick the TV but maybe try updating the firmware via USB.
I realize that your model is not listed in the update procedure list of models but since Toshiba is not known for releasing service guides or schematics for their TVs it might be worth a shot.
