Yes, Apple still signs this OS and so you should be able to update. This is the most recent iOS that the iPhone 4 will support, and is the last update to iOS 7. I believe iOS 7 supported Over the Air updates, but if you have difficulty doing the update over WiFi, you can always try iTunes. If you’re on a Mac, you will likely still need to use iTunes to update as Finder doesn’t support updates on many of these older phones.
