iPhone 8 doesn't play videos, loads infinitely

My dad’s iPhone 8 can’t play any videos, just loads infinitely. I already tried restarting and resetting but still doesn’t play any videos. Thanks in advance for your replies.

We will need more info. If it can play back videos from the camera app but not YouTube it is most likely a bandwidth network problem.
