How to disable Switch control and Adaptive Touch Accommodations?

Hi!

My iPhone 6s is locked and my touch screen is not working to put in the passcode. I think someone messed with my phone because Switch Control is enabled and Touch Accommodations are enabled when I triple click the home button. But the problem is, my touch does not do anything to de-select either option. It seems to be auto-scrolling upwards. I tried to press and hold side and home button to try and activate Siri, but she’s not doing anything so I can’t use voice controls to disable it. So I can’t even put in my PIN to get into my phone. Any ideas?
