Logic board black insulation tape damage

I am currently repairing my iPhone 8 which doesn’t currently charge. I was in the process of replacing the lightning port assembly but then noticed a tear in the black layer of what looks like insulation tape on top of the logic board.

Will this mean the logic board is the problem rather than the lightning port assembly? Or should I go ahead and replace the lightning port?

Another problem is that the wireless charger also doesn’t work…

The sticker isn’t the issue and I doubt the port is either if neither work. Could be the hydra chip has failed and needs replaced.
