2DS won't charge and shows no charging light

Hello! I bought a 10€ 2DS just for fun but it doesn't charge the battery.

What I've checked so far:

Battery (ok. Charged externally, holds it's charge and powers the system just fine)
Charger (5V ok)
Charging port and fuses
With the 2DS opened up and the charger attached it doesn't start. The yellow charging indicator doesn't light up at all. I have the 5V off the charger on fuses F1 and F2, before and behind the voltage filter and even on the battery pins.

I think the charging IC is shot. Or are there other things to check? Maybe it's an easy fix.
