My phone isn't turning on at all

My iPhone 7+ charger broker just yesterday night so I wasn't able to get a charger until tonight it's been cold lately I've tried charging over more then an hour now nothing's working the battery logo shows up every now and then but then it doesn't show up for a while what can I do I've tried warming it up then the battery logo show up but then is does it for a while
