4 ft fluorescent lights inside work outside don't.

I recently obtained 25 / 4 bulb lights. They came out of a building that is being remodeled. I hooked a couple up in my shop only to find out that the 2 inside bulbs work and the 2 outside don't. I tested every one and the same thing on every one. I'm very confident that one ballast on all of them isn't bad. Is it the way they are wired ?. They have magnetic ballast MB 2x40/120 RS in them. I'm not very knowledgeable in this field. All advice we be appreciated. Thank you in advance. P.s I thought each side worked off a ballast.not the center 2 and outside 2

@jamesray1370 that is odd. the MB 2x40/120 RS ballast is a 2 lamp ballast. Add some good pictures of the wiring from those lamps with your question. Something not quite right here ;>)
