0 ohm resistor places across capacitor?

Hello. My grandmas old laptop had wine spilled on it. I was multimeter testing it to see if I saw anything weird. I found a pc capacitor line that was shorted. In some areas around .14 volts to ground. Other areas were 0.

Unrelated I found a capacitor that had a 000 resistor placed across it(the pads connected this way). Why would a board be designed with this? It makes no sense. Why directly short the capacitor with a resistor?

Anyone one seen this before?

have you tried to clean the board with lighter fluid/alcohol? and dry it with your hot air?
