Why won't this S8 be fixed? Issues with logic board.

I am working on this Galaxy S8 and I'm lost. The phone came in nonfunctional. USB tester read a static 0.15 amp current. I tried a battery, charge port, and screen to start. Then I began to look at the board. There wasn't anything that stood out as shorted. I attempted to freeze it to see if anything would heat up. So I replaced likely suspects like both max chips and a couple pmic. Nothing changed. The current stays the same whether there is a battery plugged in or not. Obviously, I looked at the charging ic. That tested fine. I reballed it anyway because why not. Same reading. I am trying to recover data and I have no clue what could be wrong. I am experienced with microsolder, but this is confusing as !&&*.
