Touch screen isn't working but home button is

When i installed a new digitizer and booted up the ipad the screen wouldn't respond to any touch but the home button works. Also on another ipad the power button doesnt put the ipad to sleep but can only be used to turn off the ipad is there something in the settings or something else i have to do?
