You can try to find the fabric of mane and tail and trim them to the right shape and sew them on your Derby if you don't have the old ones. If you do, make sure to locate them right and then sew them on. To make it look good, I'd suggest you to use a hidden seam sewing method.

You can always make a new main and tail of find a stuffy that looks similar and is cheap and use it’s main and tail
