Would it be safe to clean the Touch ID sensor with rubbing alcohol like whiskey or brandy because I am germophobic!

The device is sealed for IP67 rating, with the exception for lower left vent, which is covered with breathable but water resistant material, something like Gore-Tex. Avoid that area especially if the contacting liquid is not water, the material resist water by surface tension, which may cause other liquid to seep through.
However there are numerous cases of alcohol entering the device. Alcohol may dissolve the o-ring gasket around the home button or the adhesive gasket around the screen, which cause your device to leak in water.

so how should i clean the touch id sensor? can i use a cloth damp on water or is there anyother more effective liquid to clean it?
Wipe it clean with wet cloth, although it is rated IP67, I wouldn't risk it with water immersion, or just contact with any other liquid.

Rubbing alcohol is vary different than whiskey or brandy! I wouldn't use whiskey or brandy as a cleaner or even to clean off the phone! They contain other stuff like acids and sugars which are not healthy for your phone.
Using a high quality Isopropyl Alcohol (85% or better) slightly dampened paper towel is all I would use as a germaphobe by self ;-}
The key word here is slightly damp! just enough to leave a film not a wet stain. Too much will damage your phone!
