My phone won't charge when it's dead.

So I have replaced the battery but it wouldn't charge up to 100% it would get near it so I thought if you let the phone die on its own and then charge it, it would then charge 100% as if the battery re set it self. I've tried wireless charging, and through a couple of chargers. Sadly it did not work. I also have tried factory reset before it happened. Would it possibly be a bad charger port board?
