On a keypad, the strip right over the 123 doesn’t work right. It glitches out when my finger goes across it while scrolling. It also spazes out when I hit 3 on my passcode and starts hitting delete. I dropped it in water and put it in rice, and the screen is also cracked. Is there a way I can fix this or do I just need a new phone?

The rice trick doesn't generally work.
You need your phone looked at by a repairer to see if the board has caused some damage and you may find you will need a new screen due to the water damage too.
