This is what I've got for you.
Go to Settings > Accessibility > Dexterity and interaction > Assistant menu
From here, toggle the switch to "ON". This will create a hovering circle with a window with four panes inside it. If you interact with the hovering circle it will open a new window in which you have access to the back and recent apps buttons via an onscreen button.
Not sure what has disabled the hardware buttons, but this should give you access via onscreen software.
I know it's not a true fix, but a work around.

Just replaced lcd on a friend's note 5 and back/recent keys will light up but no action.. have tried (*#2663#) ,hard/soft reset with recovery reboot and deletion of partition cashe', With no avail. Is it possible the ribbon cable connection for the lcd isn't a complete one? Allowing the picture but not the soft key functionality?

It should be noted that the light for the back button and recent apps button might also be turned off if your samsung is in Power Saving mode. Go to Settings>Power Saving>Restrict Performance and uncheck the box that turns these lights off. Once the box is unchecked, your phone will use a little more battery power in the Power Saving mode, but your Back button light and your Recent apps light will both illuminate.
