Sounds like the bottom cover is damaged. It is not hard to replace if you can find a replacement bottom cover. You can contact Dell although the repair would not be warrantied since the damage could be caused by customer abuse and not a manufacturing defect.
You may be able to stabilize the charger port with tape or moldable plastic like Sugru. The DC-in cable is held in place by flanges on the bottom cover. Once you see how the DC-In cable is mounted then you can make a repair to hold it in place.
Still, your best bet is to replace the broken parts since this is a high end laptop.
