it could be an issue that the battery is stagnant and you would have to excite it.
To excite a battery, you need an external power source set at the input of your charger. pump the current directly to the prongs of your battery for approximately 30 seconds, then try charging again.
If this fails, then you should try shorting the power button traces of your device. the traces should be shorted for about 1 second to finalize a power connection. if it works, the device should boot up as if you turned the device on normally.
If this is not working, try replacing the battery
If that doesnt work, then the board is likely failing.
