You'll need to enter the password of the iCloud account that was used to set up the activation lock. If you don't know it, you can reset it if it's your account. If it's not your account, try to contact the account owner. If you can't do any of those things, you won't be able to activate it or use it. Best you can do with it is part it out and sell the components in it other than the display.
