Why can't I download apps?

My phone is convinced there is no storage space for downloading additional apps, but when I go to clear space it says there's nothing to delete. There's plenty of room on my SD card as well, but it won't let me download directly to the card. I hear there is an app to help with this problem, but I can't download it because of the problem I need it for. Does anyone know a way out of this nightmare?

I literally had this exact problem with the exact same phone last year. Try to move any apps you can to the sd card, that's how I fixed it.

Clear your cache partition by going to settings>storage&USB>cache>ok/yes/clear. Apps are downloaded to the cache partition before being installed into the data partition. Often users have tons of storage available on the data/media partition but a full cache partition.
