Use Disk Management:
Windows built-in Disk Management is always considered as the first option to do the job.
- Connect your external hard drive to the computer. And right click “My Computer” and select “Manage” to open Disk Management.
- Right click the target partition and select “Format”.
- Then you can format external hard drive to FAT32 by changing the file system.
