Why isn't the chuck able to tighten?

The problem you are facing is because of the planet gear inside the chuck. the gear might be loose, or some the components may be broken and need to be replaced.

My drill had the screw that holds the chuck to the shaft come loose, and it bound up inside so the chuck wouldn't turn. I took it out, and it worked fine after that. The chuck hasn't fallen out either, must be glued on.
