Is it possible to recover data off the internal flash memory kind of like pulling a hard drive out of a pc?

Maybe, but I'm not sure. You should give a try to data recovery tools like Recuva and EaseUs. Both are effective and most importantly FREE. You must try them.

The iPad Mini belonged to my son who died unexpectedly last November. He wasn't one to sync with iTunes or iCloud. We were hoping to save the family photos, otherwise we lose another piece of him and irreplaceable memories. My oldest son thought he might be able to guess the passcode and security questions, but just ended up disabling the device after multiple attempts. I appreciate you responding! @imichealo Your best and safest chance of recovering the device is to take it to the apple store and plead your case with them . this is a security issue and apple may want to seem as secure as possible but if you plead your case to them there may be someway they can recover your lost memories. otherwise chances are slim. So sorry for your lose i cannot imagine the pain of loosing one of my kids

No. You have to either put the chip on another iPad or get the current one working to access the flash memory from the iPad. Practically speaking at least.

I recently had a customer bring in his iPad and we established that the unit was not tethered to the cloud.

By hooking up the unit to a desktop we were able to create an Apple ID that allowed us to back up the unit, capture data, save to the desktop then we ported the info to a new iPad. Hope this helps.
