1976 Monte Carlo Auto trans shifting problem

I'm restoring a 1976 Monte Carlo with a 350 motor and 400turbo trans my issue is downshifting . When i come to a stop the trans stays in 3nd gear and wont go into 1st unless i actually put the car in low then back to drive. Does anyone have any ideas on what this is?

The 400 has a electric down shift ( passing gear ) not a cable like others.Should be a switch on the throttle someplace. Sometimes the switch gives up and trans won't shift properly, it is connected to a control switch/valve inside the trans pan. easy parts to replace. Drop pan, and filter ,unplug switch, one bolt and it is out.
