Why isn't my camera working?

My camera will not open , it say unaware to access the camera the camera has been disable because of.security policies or is being used by another app.

I even tried using the camera.for my snapshot app and it dissent work on there either.

If someone could asset me to fixing this problem I'm willing to listen.
