Stays at 1% after digitiser change

I know the original iPad mini has the filter problem if we get to heavy handed disconnecting the battery but has anyone had the same problem with an iPad mini 2? It stays at 1% charge, it boots up fine but doesn't go past 1% I have check the logic board for components being damaged but can't see any problems. Has anyone seen schematics or can give me some multimeter test I can do to validate the components?
