Seems like you might have a hardware problem. RAM in particular, the MB Air's RAM is soldered on though so you will likely have to replace the motherboard or get a new Air. Of course it could also be other hardware problems. Is the beep constant? How many seconds apart and is it in a pattern (3 beeps every 3-5 seconds? You might want to take it to a Genius bar and see what they say about it. A client experienced this problem before but it was resolved with a reboot by holding down the power button to shutdown and then power button again to power on.

i have tryed every reboot there is

3 Beeps = No Good Banks. This means 1 of two things or a combination of both. Your RAM is bad or the logic board is bad. Either way, with a MB Air you would have to replace the logic board as the RAM is soldered on.
I'll see if I can find some other solution for this issue.
